Brief History of SDPHSCC/DASCCAP/DACAC-SD
@1945 - SD College Public Relations Association founded by the colleges of SD to assist one another with mutual problems. 1962 - At a meeting with SD Principals Association, it was agreed that due to the many new counselors in SD high schools, the colleges should be given the opportunity to visit with the counselors. 1966 - Discussion of College Day programs, including the trend of schools switching from day to evening programs Suggested it might be a good time for colleges “to take a stronger stand in setting up these programs...” 1970 - September 30, First organizational meeting of SDPHSCC. Dr. Charles Schad of BHSC, chair of SDCPRA presided. Purpose was to form organization of all types of post high school education to improve communication among them, thereby improving the post high school guidance of high school students. The group took over the preference card system begun that summer to gather information on students. Dr. Schad served as first chair. Secretary was from Regents. 1971 John Cornette of Yankton High School, chair. In December, employed Dr. Orville M. Hepler as Executive Director funded by Federal Emergency Employment Act under State Department of Public Instruction. Served one year until funds not renewed. 1972 - The Council endorsed the development and use of a common College Admissions Application form along with the request for financial aid. 1973 - Executive Committee discussed purpose of Council and agreed that planning days and senior cards could be handled without the council, but a program of genuine assistance to high school guidance and any real effort to avoid the recruiting method would require the Council and a full-time Executive. Board adopted a resolution to discontinue operation if financing for support of an Executive Secretary is not secured by October 15, 1973. 1975 - In April, moved to establish a fee of $10 per Career Day attended for in-state schools and $15 for out-of-state schools. In October, vote to set $200 annual membership fee for both in- and out-of-state institutions. Fees to cover costs of senior preference cards, post-high school book, promotion and coordination of Planning Days. 1976 - In June, Executive Secretary Shirley Procunier resigns after few months. SD Public Colleges provide $12,500 for salary of new Executive Secretary as follows: Black Hills State College $ 1,270.00 Dakota State College 592.50 Northern State College 1,538.75 SD School of Mines 1,011.25 SD State University 4,178.75 University of SD 3,363.75 USD/Springfield 545.00 Other member institutions assessed $200 to provide operating budget of $5,200. John Stone, hired in August. SF College arranges office space. In a December report from Stone includes putting together tabloid for seniors (15,000 distributed), visiting guidance counselors, presenting at seven VIEW workshops, putting out newsletter, attending and organizing Planning Days. 1977 - Each institution (outside of seven state schools which contributed $12,750 assessed by new fee structure: 0-99, $100; 100-299, $200; 300-499, $300; 500 and above, $400. Except SFC which provided office. In May, first Junior Survey conducted by SDPHSCC. SDPHSCC received $3,500 grant from DECA to produce an “overview study (book) of SD postsecondary institutions.” In November, budget changed to Fiscal Year. New dues structure approved ranging from $150 (for under 100) to $2,500 for more than 3,000. Increments for every 100 students between. Other organizations assessed $600. 1978 - In November, memo from Russ Fleming, chair, notes the dues structure cannot be supported by institutions paying in excess of $1,000 and divergence “is just too great” from $150 to $2,500. Proposed new structure is 0-200, $300; 201-600, $450; 601 - up, $600. Other institutions, $450. 1980 - April, dues increased by 10% to $330, $495 and $660. Other institutions, $495. 1981 - April, Associate dues increased from $115 to $150. 1983 - April 30 - John Stone resigns as Executive Director. Tom Cool begins as Executive Director. Responsible for planning days, junior survey, tabloid and Higher Education Directory. Due to deficit, Board of Regents approves $4,000 to be paid by state colleges. Associate ads in tabloid approved for first time. 1985 - Due to lack of support by Pierre for VIEW workshops, SDPHSCC co-sponsors with Office of Vocational Guidance and Counseling and School Counselor Assn., seven fall guidance workshops. Charged $20 fee ($5 to PHS for directories, $5 to state, $10 for conf costs). 185 attend. 1986 - Wall chart started. Through state grant, SDPHSCC assumes responsibility for Fall Guidance Workshops and Counselor Yellow Pages, formerly produced by Dept. of Education. Yellow Pages included with School Counselor Directory. Workshop fee is $15, not including lunch. 1992 - New dues structure approved as follows: $99 or fewer, $330; 100-499, $495; 500-999, $660; 1,000 or more, $825. Based on previous fall’s FTE. 1993 - SDPHSCC affiliates with National Assn. of College Admission Counselors and changes name to Dakota Association of School Counselors and College Admission Professionals. August, sponsors first Summer Conference. $45 fee. 1994 - HS Counselor/Admissions Photo Directory. 1995 - First Spring Career Workshops held at 4 sites in coop. w/ SD Dept. of Labor and SD Curriculum Center. 1997 – Name changed to Dakota Association for College Admission Counseling 2002 – Reorganized with “streamlined” Dakota ACAC Board to oversee conference and NACAC issues and two state councils to handle planning days, publications and other state-specific matters. 2003 – SD Council Facts Book prepared and distributed to legislators, Board of Regents, State Board of Education, news media. 2004 – Dakota ACAC web site launched Past Chairs/Presidents
